How will the reforms be assessed?

The assessment will take into account the adaptation of domestic legislation to that of the EU. It will look at quality of the law, relevant institutions that manage the implementation, the functioning of such implementation and possible problems with enforcement. If the EU assessment is negative, i.e. the EU will consider that certain gaps exist that have to be remedied before additional benefits can be accrued to Moldova, it will communicate its findings to Moldova and give it time to address them. If the assessment is positive, it will lead in clearly defined cases to additional benefits in terms of better access to the EU market.
