The third coordination meeting of donors and projects for DCFTA implementation in the Republic of Moldova took place onthe 17th September 2015. The event which represents a follow-up to other two donor coordination meetings was convened by the Ministry of Economy of the Republic of Moldova and was organised by the EU-funded project “Support to the DCFTA process in the Republic of Moldova” (DCFTA project).
The aim of the meeting was to discuss and exchange views on donors’ coordination needs and challenges to further support the DCFTA implementation in the Republic of Moldova from a donors’ perspective, as well as from the point of view of projects.
Mr. Octavian Calmâc, Deputy Minister of Economy, noted that DCFTA is a top priority for the entire country and its implementation requires coordination of efforts so that policies are implemented in time and available resources are channelled effectively where they are mostly needed.
Ms. Speranta Olaru, Project Manager from the EUD, thanked all donors and projects for the ongoing and planned assistance related to DCFTA. It has been stressed the need to better map the DCFTA areas covered by current donor assistance projects and programmes and to identify those areas which will require donor assistance in the future.
In this respect, Mr. Apostolos Papaphilippou and Ms. Silvia Mosneaga, on behalf of the EU-funded DCFTA project, provided a presentation on addressing the timing and content of donor coordination processes supporting the efficient implementation of the DCFTA. A Directory of DCFTA-related support programmes and projects in the Republic of Moldova has been also presented as a way for projects to serve best in terms of donor coordination.
During the meeting, donor and project representatives made comprehensive comments and suggestions on views, needs and challenges in coordination, in order to ensure future cooperation and efficient dialogue between all stakeholders. In particular how can synergies and complementarities among donors be maximised and areas of duplication be minimised through time.
The DCFTA Project’s overall objective is to support the DCFTA implementation process in the Republic of Moldova by enhancing the capacities of public and private stakeholders for policy design and selection, legal approximation, policy coordination, implementation, communication, monitoring and evaluation. The duration of the Project: 1 December 2013 – 30 November 2015.
