Today, the European Union Delegation (EUD) to the Republic of Moldova, in cooperation with the Ministry of the Economy of the Republic of Moldova, launched a new EU-financed project, entitled “Support to the DCFTA Process in the Republic of Moldova” (DCFTA Project).
The DCFTA Project’s overall objective is to support the DCFTA implementation process in the Republic of Moldova by enhancing the capacities of public and private stakeholders for policy design and selection, legal approximation, policy coordination, implementation, communication, monitoring and evaluation. The Launch Seminar was held at the Government Building and was attended by 45 participants representing relevant Ministries, the National Bank of Moldova, 11 state agencies and other donors and stakeholders.
In his opening remarks, Deputy Prime Minister Valeriu Lazar emphasized the determination of the Moldovan Government to integrate in the EU Market and the Government’s decision to expedite the process of signing the DCFTA which is an important step towards enhancing competitiveness, growth and employment in the country.
HE Pirkka Tapiola, Head of the EU Delegation to Moldova, reiterated the support of the EU towards the modernization of the Moldovan economy and institutions. “The EU’s goal”, he argued, “is to promote stability, prosperity, growth and democracy in Moldova and in our neighborhood , not to conquer the Moldovan market”. He announced that the EU is in the process of extending a larger assistance Program to Moldova to facilitate DCFTA implementation amounting to 30 million euros and stressed that signing the DCFTA does not prevent the Moldovan government to participate in other trade arrangements with non-EU partners.
Ms Inga Ionesii, Director of the Moldovan Ministry of Economy, underlined the tasks ahead which involve the finalization of the DCFTA Implementation Action Plan and the adoption of approximately 300 EU Directives and welcomed the support of the Project and the EU in assisting the Ministry of Economy to coordinate and implement the DCFTA as effectively as possible.
Ms. Speranta Olaru, Task Manager from the EUD for this Project, reaffirmed the EU’s priority to assist the Moldovan government in DCFTA implementation and emphasized the need for synergies and collaboration across all EU-funded projects asking the Project team to act as a Coordination Secretariat.
Dr. Nikos Economou, Team Leader of the DCFTA Project, presented the overall and sectoral DCFTA provisions and envisaged timetable for their implementation as well as the Project’s priorities that include assistance for policy analysis, legal approximation as well as communication and public awareness.
The target groups of the DCFTA Implementation Project include the Ministry of Economy, responsible for overall coordination and monitoring, other ministries and state agencies responsible for DCFTA implementation in selected policy areas, the private sector, business and civil society organizations who are major stakeholders and the academic and research community.
