The Congress of Local and Regional Authorities organised a regional seminar on “Local public ethics: from vision to action” from 21 – 23 June 2016 in Kyiv (Ukraine), as part of the EU/CoE Programmatic Co-operation Framework (PCF) for 2015-2017 for Armenia, Azerbaijan, Georgia, Moldova, Ukraine and Belarus.

The seminar gathered together local elected representatives, associations of local and regional authorities and experts from across the region and other European countries to share experience on the ways to enhance transparency and develop local public policies with higher ethical standards. Through interactive sessions, the seminar aimed to increase the awareness and readiness of mayors to promote ethical governance in their daily initiatives, and ensure inclusive citizen participation in local decision-making.

This event was held as part of a peer-to-peer programme that provides a platform for exchange between mayors, selected for their commitment to leading change in their communities and to implementing innovative and ethical actions at the local level. It will empower mayors in enhancing transparency and accountability in their municipalities, through new processes and methods developed throughout the programme duration.

The seminar was organised by the Congress of Local and Regional Authorities within the thematic programme “Strengthening institutional frameworks for local governance”, implemented jointly with the Council of Europe Centre of Expertise for Local Government Reform, Directorate General of Democracy. This programme is funded by the European Union and the Council of Europe, and implemented by the Council of Europe, through the Programmatic Co-operation Framework for 2015-2017 for Armenia, Azerbaijan, Georgia, Moldova, Ukraine and Belarus.
