International Donors meet to discuss coordination of assistance for implementation of DCFTA

On 17 June 2014, the European Union Delegation (EUD) to the Republic of Moldova, in cooperation with the Ministry of Economy of the Republic of Moldova, met with representatives from various international donors to discuss plans for a donor coordination process relating to the implementation of the DCFTA. This meeting was organized by the EU-financed project “Support to the DCFTA Process in the Republic of Moldova” (DCFTA Project).


Deputy Minister of Economy, Octavian Calmac, informed the donor representatives about the various key challenges which Moldova will face in its implementation of the DCFTA and described the necessary expertise for Moldova to fulfill its DCFTA obligations. Key areas which will require donor assistance include not only help in drafting the necessary Moldovan laws to implement the EU Directives/Regulations, but assistance especially in the implementation of these laws for spheres such as customs administration, fiscal administration, trade facilitation, phyto-sanitary measures, standardization of quality standards, intellectual property rights and development of financial services.


Ms. Speranta Olara, Task Manager from the EUD for this project, reminded the donor representatives that the EU is planning to provide 30 million EUR support to assist Moldova in its implementation of the DCFTA. She welcomed this focused DCFTA-related meeting of donor representatives as an excellent way to increase the effectiveness of donor assistance.

Dr. Nikos Economou, Team Leader of the DCFTA Project, presented two key documents which will provide the necessary information for the planned DCFTA Donor Coordination Network:

1) a template for the current and near-term donor assistance/projects related to DCFTA implementation in Moldova;

2) a template for identification of the areas and type of donor assistance needed by Moldova for implementation of its DCFTA obligations. In addition, the DCFTA Project is distributing a questionnaire to the donor representatives for additional information on their current and near-term assistance/projects in the DCFTA-related areas.

The next meeting of this DCFTA Donor Coordination Network is planned for late September or early October 2014.

Dr. Louka Katseli, Senior Economic Expert for the DCFTA Project, presented the Project’s proposal to consider the creation of a Moldovan Enterprise Development and Investment Facility (MEDIF). This would be a donors’funded initiative to increase the financial resources made available to SMEs and companies based in Moldova as well as provide infrastructure and technical assistance for DCFTA implementation in Moldova. It is based on the model of the Western Balkans Enterprise Development and Innovation Facility (WBEDIF) which blends grant resources/donor support with funds from the EU, EIF, EBRD, EIB, bilateral donors and commercial lenders.


The DCFTA Project’s overall objective is to support the DCFTA implementation process in the Republic of Moldova by enhancing the capacities of public and private stakeholders for policy design and selection, legal approximation, policy coordination, implementation, communication, monitoring and evaluation. The duration of the Project is from 1 December 2013 – 30 November 2015.
